
Q: Why has TSA imposed a 100% screening requirement for cargo moving on passenger aircraft?
A: Actually Congress and President Bush imposed the requirement with passage of the 9/11 Act. Under the act, TSA must implement the rule.
While federal law requires 100 percent screening of cargo on passenger planes by August 2010, forwarders still face a number of challenges to meet this mandate. The Airforwarders Association has been the industry leader in advocating for risk-based security solutions that are effective, yet still maintain an efficient supply chain that is so critically important to the American consumer, our national economy and thousands of business owners. As such, AfA is supporting CCSP as the right mechanism to achieve cargo screening goals without creating an expensive and problematic bottleneck at the airport. While AfA continues to support CCSP as an important tool to achieve 100% screening, the organization also is working tirelessly to addressed its recognized shortcomings and improve the existing program. The Association also remains open to alternative options for screening that provide effective screening at an efficient, rapid pace. Ultimately, whether it's CCSP alone or in combination with other tools, AfA believes that providing multiple feed points for screening and multiple options for access will lead to lower costs, improved service and efficiency and an equitable system for all forwarders.
